phoneThe state Assembly today passed a bill that would make it illegal for teens under 18 to use cell phones while driving. Even using a phone with a hands-free headset wouldn’t be legal.

The bill is headed for Arnold’s desk and would go into effect July 1, 2008, which is when another law will require the use of those hands-free devices by anyone who’s driving and using a cell phone.
