    The small school study presents a great deal of data, but it does not explain exactly what most of the data represent. For example, on page 46 the chart shows negative numbers for CST scale scores for African-Americans. Does that mean that African-American students scores went down, and if so from when to when? On page 48 there is a chart about School-Level Functioning. It gives the number of respondents for each school, but I can’t find where it tells who these responders were or what they were responding to. Page 19 says that the range of scores from comparison school varied from +10% to -13%, but not a single school listed did not show positive growth.
