Time is running out for guv to sign AB45

As of this posting, the governor had exactly five days, 12 hours and one minute to sign or veto the bill that would gradually restore governing powers to the board of the state-run Oakland school district.

I hear from our Sacramento reporter, Steve Geissinger, that Schwarzenegger has dozens of other bills on his desk, and that he may well take action on a whole bunch of them at once without issuing an explanation.

Or, the governor could decide to not take action, in which case the bill would automatically become law.

Tomorrow, it will be a month since AB45 cleared the legislative branch after an intense party-line debate in the Assembly.

A letter from Christopher Waters and Jean Parker, with a link to a petition:

    Dear Superintendent Jack O’Connell,

On September 14, 2007, State Administrator Kimberly Statham tendered her resignation and you appointed Vincent Matthews as interim State Administrator. As broad support of AB45 indicates, it is clear that the people of Oakland and the California Legislature recognize that the time for state control over the administrative functions of the Oakland Unified School District has passed. It is now time for Oakland residents to participate, through their elected Board of Education members, in the selection of a new Superintendent for Oakland Unified School District.

Therefore we, the undersigned, hereby call for a community input process, led by the Directors of the Oakland Unified School District Board of Education, to identify candidates for Superintendent, followed by a publicly-noticed Board of Education meeting at which the Oakland Unified School District Board members cast the sole deciding votes for a new Superintendent.

A member of our state delegation once said that each phone call, letter, or petition signature represents the views of 100 constituents. These 230 signatures, then, represent 23,000 voters who will be watching your political career, and Governor Schwarzenegger’s, with active interest.

You may view this petition online, minus the portion of the signatures that were hand-gathered, at:
