		<description><![CDATA[Encroachment on the general fund budget because of declining enrollment is a very serious issue for a already struggling school district.  Programs such as BEST are badly needed in West Oakland and it could have served the community well in the long term. I know I lived on Adeline Street for 5 years and I do miss my neighborhood! In today&#039;s failing state budget crisis local and district staff should have seen these issues at BEST years ago and started the grant/local business/public private partnership program and even fund raising could have helped.  There are pockets of dollars for programs like these but it looks like there may have been lack of clear understanding of in business we have to get to a ROI based on NVP.  Business Technology schools need solid business plans and we can not teach what we do not understand.  As far as the wireless piece goes, that was the easiest part I know at least 2-3 vendors who would have loved to give this to Best just for the sake of giving!  I hope we can save the program or make plans to bring it back with conditions.  Our students need every chance in business/technology they can get!
