I should note that public education -- which receives some 40 percent of California&#039;s general fund revenue -- isn&#039;t the only loser here, by any means. As you can see on the attachment, health and social services (Healthy Families, elimination of drug treatment and crime prevention programs) and prisons (the release of thousands of illegal immigrant inmates to federal custody) figure prominently into the second doomsday scenario.
