It begins with a program just like this. In a decade or so, the local and state governments will mandate a “fee” {tax} to empower officials to take land and or prevent developed land from being maintained, that are close to these “preserved” areas. It is now happening in the coastal areas. Perhaps when a non elected official comes knocking at your door telling you that you cannot repair your home because it is next to a preserved open space, you will understand this.
