One thing that I noticed at Benicia Marina were disposal canisters for fishing line.  I requested City of Martinez to put these things up along the Martinez Waterfront.  

With the request I forwarded a photo of a Canadian goose with its foot grossly entangled in fishing line.  He tried to remove the line, but, naturally, was only pulling tighter.  (I learned of Diana and Native Bird Connections after the fact.)
