		<description><![CDATA[Qodorn, I feel your pain regarding those huge meeting agendas, but they bury all kinds of important info in them, don&#039;t they? For example did everyone see in the agenda for 7/22 that Becnel&#039;s replacement will be earning the &quot;HUSD standard&quot; 174K PLUS 500/month for mileage?! That&#039;s double the salary that teachers MAX OUT at! This will be approved (or not) at the same meeting that the board will vote to approve (or not) an enormous amount of layoffs and/or reductions in hours for classified employees. I&#039;m sure he&#039;s a smart, talented guy, but I agree with Qodorn and Justwatching - there are too many positions in Sr. management, and they are too highly compensated - esp. since the district has been forced to contract West Ed to call all the shots, anyway. How many teachers&#039; aides, cafeteria workers, or library techs could be saved with just one of the bigwigs&#039; salaries? I&#039;m outraged all over again. Sigh.]]></description>

		<description><![CDATA[Is it possible that the apparent reluctance to publish any independent article or letter critical to HUSD is tied to a &#039;circulation problem?

As I understand the revenue (income) problem at Review, it is tied to &#039;circulation&#039; or the &#039;average&#039; daily numbers of printed copies placed in circulation.

It is the circulatiopn count which justifies the advertising rates charged to commercial advertising.

HUSD has engaged in the practice of &#039;droping off&#039; a few hundred copies of it&#039;s 5 day a week copies, to each school, when they are in session

At inception of the paln or gift to students, the idea is that children could take home a copy to mom and dad and in that process learn the value of being able to read current events etc.

 The reality is that after inception of the gift of free copies, kids being kids, would let the newspaper fly in the wind while trooping home from school.

But the practice of donating free copies to schools, in considerable numbers, cobtinues and advertising rates are reduced accordingly. A few copies might be taken home by teachers and other staff members but   largely, a considerable number go into the re-cycling bin.

Seems to me to be a waste of natural resources if trees are still used for paper pulp.

One wonders why the practice continues. Does anyone know? I suspect that advertisers are not aware that the &#039;real&#039;circulation count is thus puffed up as a result.

Does HUSD bear culability by failinbg to point out the weight or number of issues in the recycle bin? Should they continue not advising Review?

HUSD … ‘clear the decks for action!’

Hayward Unified School District Trustees, continue to distance themselves from constituents whom they serve. Change must occur !

The glaring example of need is found at their twice monthly meetings, when handling ‘open’ Public Comments, just prior to  start of formal decision making processes on matters brought before Trustees. The practice of permitting the initial public comment period at meeting outset, in presence of  Trustees, is either an open book critique of past decisions or appeals for needed corrections to District’s well being..

Trustees apparent lack of concern for time, opinions or attitudes of the public, is expressed in their frequent tardy arrival into the meeting place, well past scheduled time.

Late arrival is followed by the pledge to the flag and ‘special features‘.  Special features is the school Board’s opportunity to provide children a portion of their time, to see demonstration of skills and/or current activities etc. A commendable idea, the basic intention of which is, to provide encouragement.. This often imposes  45 minutes delay upon start of basic business...

Public comments are preceded by comments from ‘Student Board Members’ whose readings of prepared remarks often take much longer than the time permitted the general public. Unfortunately, these remarks are often read hastily, with poor vocal modulation, so that meaning is lost..

Comments by the Board, is the most rapid event at all meetings.

It often takes well over an hour from the scheduled meeting start, before members of ‘the public’ are allowed to come forward and use three minutes to speak openly to the Trustees. Official interruptions after three minutes, often causes the public to miss speaker’s intent.

Speaker’s ‘line up moment’ is determined by clerical persons who manually note the time on the required ‘card submission’ in determination of speakers rotation. A confusing process in itself !

Some few years ago, in apparent, antagonistic boredom, our trustees created a ’by-law’  limiting the ‘first session’ of public comments to one hour with a ’second hour’ occurring  later. I  believe that time separation as well as the two hour limit, to be a violation of the Brown Act..

On May 13th, second hour commenced at 9:57 pm.  Five or six speakers took turns but  thirteen individuals had departed!  At the meeting of May 27th the second of the two permissible hours was opened at 11:30 pm., reading of  20 or more cards drew no speakers.

The two session, ’time saving’ subterfuge, compounds Trustee difficulty with public esteem when handling budgets and test scores. It leads to lack of resolution in understanding apparent failure to reveal or deal with ‘classroom transiency rates’ which is the heart of test score problems.
One step in correction of the ‘public comments’ problem, is the need to start meetings promptly at published hour. Then hold the student board members to the three minute rule while transferring ‘Special Features’ to a single Wednesday Evening each month. Hold that meeting in City Hall Chambers, inviting City Council participation, beneficial to City and HUSD images when particularly interesting students appear. Such as the bright Valedictorian, Class ‘09, at Hayward High. He chose Harvard from among  ten or more, highly prized University entry acceptances that he received.

Exaltation of  deserving students ought be practiced in better fashion than is presently done.

Thus, we ‘clear the decks’ for real business at HUSD meetings!]]></description>

Very Interesting.  C. Quinn was one of the top three administrators that received a large raise 2 to 3 years ago that prompted an outcry of inequity by all of the other staff that received a paltry 1% raise and the School Board defended this raise stating that if they didn&#039;t give these three administrators this raise they would leave.  Well with in a year after getting their raise. The Assistant Superintendent of Human Resources Retired, a nice boost to her retirement check,  and now it appears from your note above that C. Quinn is leaving. So much for the big raises to keep Administrators at HUSD. The only one left is Dr. Schimmel
