Hayward city manager plans bid for school board

UPDATE 3/9: There is a precedent for this, from 1997.

The gist of it is that the question was asked, “May the city manager or assistant city manager of the City of South San Francisco serve simultaneously on the board of trustees of the South San Francisco Unified School District?” The answer given by then-Attorney General Daniel Lungren was no for the city manager, yes for the assistant city manager.

Greg Jones said he is looking this case over, and may ask the Attorney General’s office to confirm that it still applies.  ”It is an old opinion, so there may be a different slant on this in this age,” he said. Jones expects to make an announcement regarding his plans late this week or early next.

UPDATE 3/4: David Mora, West Coast regional manager of the International City Manager Association, said that members cannot hold any kind of political office, according to Tenet 7 of their 12 tenets. Jones is a member of ICMA, but you don’t have to be a member to be a city manager.

City Manager Greg Jones announced Wednesday that he plans to make a bid for a seat on the Hayward Unified School District board. He’s got an inquiry in with the state Attorney General’s Office to see if they would consider it  a conflict of interest, but he doesn’t think it is.

R1JONES“There could be occasions, regarding specific items, where the city is providing a service to the schools, but it seems to me that I could recuse myself from a vote,” he said.

Jones also said that if state officials say he can’t hold both posts, he will have to make a “tough decision” what to drop — his current gig or the bid for the board.

“From my perspective, schools are the most important issue we have in the community,” he said. “We can do all the great work for the city, but if we don’t improve schools we keep losing families, and losing future leaders of the community. People vote with their feet.”

Let us hope that the way is ckleared for Mr. Jones.

The man brings timber to the camp fire…. not twigs!

  • Justwatching

I guess there isn’t enough business to manage in the City, so the City Manager feels he has additional time to attempt to solve the financial and educational issues of Hayward Schools which is a problem of all of California’s Public Schools. Funding

  • John Kyle

The difference is that in Hayward, in a general sense, the voters of the City need to become aware of personal responsibility. Let the balance of California observe what can happen when voters are rallied or awakened to responsibility!

HUSD has been in the doldrums for over 20 years! What we observe here, is just the repititious shout to the effect that…. “THEY ought to do somethintg”.

If Mr. Jones can aid us in becoming aware that nothing is going to happen, unless WE MAKE IT HAPPEN, then God bless the man for attempting greater inspiration in personal responsibility….. then do not sit back and watch… do what you see being done in private schools where parents and their friends and relatives put their shoulders to the wheel!

Gee, I mentioned GOD… I guess that will annoy many! So be it!

  • Justwatching

Parents themselves need to be more active in the education on their children and as long as California ranks last in state funding to its public schools the quality of public will continue to suffer.

By the way, I don’t believe all to the top administrators at HUSD need a $500 car allowance. We aren’t talking about travel to our home out of state. We are speaking of a car allowance to drive between HUSD school sites.

  • John Kyle

I bear no malice toward ‘justwatching’ but as many readers are aware, I find it somewaht expressive of the generasl malaise AFFECTING ALL WHO ENJOY THE FREEDOMS PROTECTED BY A FEW SCRATCHES ON PAPER SUCH AS WE SEE IN OUR CONSTITUTION.

WHERE WOULD WE BE HAD THE FRAMERS OF THE DECLARATION OF INDEPENDENC. SIMPLY HAD PUSHED BACK AND USED UNSIGNED LETTERS TO THE EFFECT THAT ‘OTHERS’ TAKE THE ASSOCIATED RISKS.

THEY MIGHT HAVE TAKEN UP USE OD A NOM DE PLUME, AND LEFT US TO A CONDITION OF CHAOS HAD RHEY USED A ‘NOM DE PLUME’ JUST AS SIMPLE AS THE USE OF ‘JUST WATCHING’!

  • watchdog

I’m not sure how the car allowance works in a public agency, and correct me if I’m wrong. A car allowance I believe allows the recipiant to use the funds ( tax free from personal income) to purchase , drive and maintain a car of their choice. The car is theirs to keep at no money out of their padded wallet.

  • John Kyle

If a car allownace provided for upkeep as well as acquisition ( purchase) I would be upset.

I assune you WRITE ABOUT A CAR allowance given to the Temporary Supt.

I thought I covered the discussion in another area of this blog……

If you did not see it or just ignored it, to enable return to the subject, let me explain it again !

The interim supt. Ms. Duran came here from Arizona to AID THE DISTRICT.

DO YOU EXPECT HER TO DRIVE HERE IN A PERSOANAL CAR AND RETURN…. ASD A WOMAN ALONE, ON CALIFORNIA HIGHWAYS?

I THINK HER SMART ENOUGHT TO FLY IN A TRIP REDUCED TO TWO HOURS RATHER THAN TWO DAYS!

TRUSTEES HAVE RENTED A CAR AND PAY FOR FUEL AND UP KEEP. SHE IS KNOWN TO HAVE DRIVEN TO MONTEREY TO ATTEND A PROFESSIONAL MEETING WHERE SHE MADE OUR DIDTRICT’S NEED KNOWN….. THAT SHOULD NOT COME OUT OF HER POCKET.

WHEN WE SELECT ANOTHER SUPT… SHE TURNS THE CAR BACK TO THE RENTAL AGENCY! SHE DOES NOT KEEP IT!

    GET IT?
IF YOUR INFORMATION SOURCE HAS A PROVEN, DOCUMENTED KNOWLEDGE OF ANOTHER ARRANGEMENT…. HAVE THE COURAGE TO BRING IT UP PUBLICLY… WHERE YOU ARE UNABLE TO USE A NOM DE PLUME!

  • teachermama

The car allowance needs to go. We still spend too much money on upper mgmt’s salary and perks, despite the five day reduction in pay. If Schimmel or anyone else has the nerve to ask for an across-the-board pay cut, then I will expect an across-the-board raise next time around. Remember when the teachers went on strike and settled for a total raise of 11 percent (not granted all at once)? That was the year the Supt. and Asst. Supts. all got upwards of 17 percent. I get that we need to share the pain, but let’s share it proportionately, please. The bigger the raise, the bigger the cut. Period.

Also, could Obama or someone else PLEASE do something about health insurance? I pay 609/month (pretax) just to insure myself through the district’s least expensive plan. And, unlike salaries, you can pretty much count on premiums increasing every year. Are we still covering Vigil? Our generosity is astounding.

  • John Kyle

What we really need is superiot negotiators than what we have been blessed with in the past.

Early in his experience at HUSD Vigil’s hired experts came up with a plan to change service boundaries of the elemnetary schools.

They left out a whole subdivision in their analysis, then compouhnded the error by separating Longwood School AT THE SOUTHERN FENCE LINE SO THAT THE ENTIRE wINTON gROVE TRACT WAS TO SEND ALL OF IT’S STUDENTS TO EDEN GARDENHS SCHOOL….( Across two major arterials and a secondary arteraial, a distance of about a mile wrought with traffic hazards to a school in a neighborhood afflicted with a parking AND ACCESS problem due to it’s proximity to Chabot Community College. A CLEARLY RACIST CONCEPT WHICH LEFT THE MINORITIES BEHING HAD IT REALLY GONE INTO EFFECT….. A POOR CONCEPT BY GUYS WHO KINEW NOT YTHE NEIGHBORHOOD WHEN THEIR CONTRACTED HIRE BROUGHT THE HERE FROM OTHER REGIONS. BUT THE STORY WANDERS UNTIL WE GET TO THE EVENING WHEN ‘THE REDISTRICTING PLAN’ WAS TO BE EXPLAINED AT hAYWARD hIGH sCHOOL…. IT WAS TO FEATURE DR. VIGIL.

IN HIS EXPLANATION OF THE ‘GRAND PLAN’, SCHEDULED AT THE START TIME 7;00pm, .. THE CROWD WAS ANXIOUSLY WAITING ON THE FRONT EDGE OF THEIR SEAT….. HE KEPT RESPONDING TO THE PRINCIPAL’S PHONE CALLS ABOUT HIS WHERABOUTS WITH.. “I’M ON MY WAY, SHOULD BE THERE IN A FEW MINUTES. FINALLY, IN HIS GRAND FASHION, HE ARRIVED AT 7:30 PM….. THE MAP OF “THE PLAN’ WAS PROJECTED ON THE CONCRETE WALL…faintly… AS THE PROJECTOR WAS PLACED TOO FAR AWAY FROM THE WALL….( {THE MORE GRAND IS THE PLAN … THERE IS GREATER NEED FOR A LARGE PROJECTION WALL AREA! NO PAPER HANDOUTS TO AID THE SITUATION}….. BUT BEFORE HE STARTED, HE WANTED ALL TO KNOW OF HIS PREVIOUS SUCCESS AT OBTAINING WORK…. WE WERE ADVISED THAT husd WAS HIS 9TH JOB AS A sUPERINTENDEDNT IN AN EXPERIECE COVERING 4 (four!!) STATES…. AND HE HAD ONLY BEEN FIRED ONCE.

WHO IN THE HELL HIRED THE JOB HOPPER? THEN, ON TOP OF THAT ERROR, BLESSED THAT ADVENTURER WITH AN OUTRAGEOUS SALARY!

HOW MANY ENJOY THE CAR ALLOWANCE. ONE? TWO? fIFTY ?

IF THE ITERIM SUPT. FLEW INTO TOWN, BY ALL MEANS PROVIDE A RENTAL CAR. THE DISTRICT IS NOT THAT WIDE TO AFFORD TRAVEL EXPENSE OR AUTO ALLOWANCE…… CAN IT BE THAT WE YOU HAVE AN INDIVIDUAL CONSTANTLY ON THE ROAD BETWEEN HAYWARD AND SACRAMENTO?

THE BIGGEST MONEY PROBLEMS AT husd? LACK OF CORRECTIVE ACTION INVOLVING
    1.) CLASSROOM TRANSCIENCE
    2.) ABSENTEEISM

ABSENTEEISM AT HIGH SCHOOL LEVEL COSTS TYHE dISTRICT A MILLION PER YEAR IN LOST ada REVENUE1

    wHO OR WHAT TO BLAME?

    1.) PARENTS AND PARENTING!
2.) INDIFFRENCE OF THE VOTERS WITHIN THE DISTRICT.

3.) MEETING AGENDAS POSSESSED OF AN IMPOSSIBLE LIST OF ACCRONYMS PRESENTED AT EVERY MEETING WITHOUT COURTESY OF A GLOSSARY OF ACCRONYMS…. (LOUSY TEACHING SKILLS BEHIND THAT PROBLEM ?)

POOR RULES AND PROCEDURES GOVERNING PUBLIC COMMENTS.
FOR EXAMPLE: THE lATINO COMMUNITY WILL GAIN NOTHING UNLEES THEY ORGANIZE THEMSELVES…. LET THE MOST CAPABLE PRESENT THEIR ARGUMENTS IN ENGLISH SO THAT A HIRED TRANSLATORS DO NOT HAVE TO AID THE NON ENGLISH SPEAKING WHICH IS DONE AT EXPENSE TO PUBLIC COMMET PERIOD TIME LIMITS AND EXPENSE OF THE TRANSLATOR’S HIRE! Those expressions in Spanish and the accompanyion time for tra=nslation eat into the first hour of ‘public comments’ with the result that those pushed back into the late hours of item J on the agenda are infuriated !!

What is needed is a set up of ad hoc groups (or commissions), where many of these problems can be worked out without dragging on the time of paid staff.

Where in blazes did the resistance to such ideas commence when a simple observance of the Hayward City’s reliance on ten (10) groups of ‘commissions’
( ad hoc groups?) staffed bY over 100 volunteers represents a huge savings in staff time!

Teachers can’t learn something about civics?

well when they complain about the budget, the Trustees ought offer then a read of my letter dated March 3rd, 2010.. which I had promised to provide them at my last appearance at public comments on February 10th.

GET SMART BE CONSTRUCTIBE RATHER THAN DESTRUCTIVE.
PLEAD FOR A TOWN HALL MEETING WHERE VOTERS OF THE DISTRICT WOULD HAVE OPPORTUNIYTY FOR CONSTRUCTIVE THOUGHT PROCESSES RATHER THAN DESTRUCTIVE WHINING AND COMPLAINING WITHOUT ATTEMPT TO DIG FOR FACTS IN A PRO-ACTIVE MANNER!

  • watchdog

I’m writing about any car allowanance that is in existance to any administrators. Cut the perks.

  • John Kyle

    Deat ‘warchdog’.

So after we fi9re the next Supt., as is our wont, Ms. Duran will not drive unless some volunteer picks her up at the airport and drives her here and there?

    You should maybe volubteer?

  • qodrn

Holy Cats! Just about every school in Hayward is on the state’s worst list. Do we just start over? Good grief.

  • John Kyle

No, Qdrn, we do not start over. We grit our teeth, put our collective shoulder to the wheel, stop complaining and start thinking out loud about that which must be done!

Come out from behind the nom de plume, sit down and write a letter to the effect that Trustees of Hayward ought conduct a Town Hall meeting at which they wilL BEHAVE AND STOP ENDLESS conversations while constructive folk offer thought about that which must be done in order to put our hoise in order.

Enough useless whining about car allowances.. which is but a small factor in our overall financial problem.

fOR EXAMPLE…. HOW DO WE GET PARENTS TO ASSURE THAT THEIR KIDS ATTEND SCHOOL EeVRY DAY, WITHOUT BRINGING THEIR LOW GRADE TEMPERATTUrES AND ILLNESS INTO THE CLASSROOM.

hOW DO WE EXPLAIN TO KIDS HOW TO STOP PLAYING HOOKEY WHILE THEIR ABSENCE LOSES US BIG BUCKS EVERY DAY THEY PLAY THAT GAME!

    gOT IT?

  • TheVoice

The HUSD is a compounded problem, all waste matters. The supt can afford to use their own car with their salary, claim the milage. As for parents, yes they must be responsible and take some action to get involved and urge other parents to expect more from their kids with the demands for the schools to perform better and offer more, including arts.

The HUSD BOD must be smarter and use innovation to solve the issues that are before them, Need to stretch the dwindling dollars that are available and include the teachers more for their insight and ideas.
