Come out from behind the nom de plume, sit down and write a letter to the effect that Trustees of Hayward ought conduct a Town Hall meeting at which they wilL BEHAVE AND STOP ENDLESS conversations while constructive folk offer thought about that which must be done in order to put our hoise in order.

Enough useless whining about car allowances.. which is but a small factor in our overall financial problem.

Early in his experience at HUSD Vigil’s hired experts came up with a plan to change service boundaries of the elemnetary schools.

They left out a whole subdivision in their analysis, then compouhnded the error by separating Longwood School AT THE SOUTHERN FENCE LINE SO THAT THE ENTIRE wINTON gROVE TRACT WAS TO SEND ALL OF IT’S STUDENTS TO EDEN GARDENHS SCHOOL….( Across two major arterials and a secondary arteraial, a distance of about a mile wrought with traffic hazards to a school in a neighborhood afflicted with a parking AND ACCESS problem due to it’s proximity to Chabot Community College. A CLEARLY RACIST CONCEPT WHICH LEFT THE MINORITIES BEHING HAD IT REALLY GONE INTO EFFECT….. A POOR CONCEPT BY GUYS WHO KINEW NOT YTHE NEIGHBORHOOD WHEN THEIR CONTRACTED HIRE BROUGHT THE HERE FROM OTHER REGIONS. BUT THE STORY WANDERS UNTIL WE GET TO THE EVENING WHEN ‘THE REDISTRICTING PLAN’ WAS TO BE EXPLAINED AT hAYWARD hIGH sCHOOL…. IT WAS TO FEATURE DR. VIGIL.

IN HIS EXPLANATION OF THE ‘GRAND PLAN’, SCHEDULED AT THE START TIME 7;00pm, .. THE CROWD WAS ANXIOUSLY WAITING ON THE FRONT EDGE OF THEIR SEAT….. HE KEPT RESPONDING TO THE PRINCIPAL’S PHONE CALLS ABOUT HIS WHERABOUTS WITH.. “I’M ON MY WAY, SHOULD BE THERE IN A FEW MINUTES. FINALLY, IN HIS GRAND FASHION, HE ARRIVED AT 7:30 PM….. THE MAP OF “THE PLAN’ WAS PROJECTED ON THE CONCRETE WALL…faintly… AS THE PROJECTOR WAS PLACED TOO FAR AWAY FROM THE WALL….( {THE MORE GRAND IS THE PLAN … THERE IS GREATER NEED FOR A LARGE PROJECTION WALL AREA! NO PAPER HANDOUTS TO AID THE SITUATION}….. BUT BEFORE HE STARTED, HE WANTED ALL TO KNOW OF HIS PREVIOUS SUCCESS AT OBTAINING WORK…. WE WERE ADVISED THAT husd WAS HIS 9TH JOB AS A sUPERINTENDEDNT IN AN EXPERIECE COVERING 4 (four!!) STATES…. AND HE HAD ONLY BEEN FIRED ONCE.

WHO IN THE HELL HIRED THE JOB HOPPER? THEN, ON TOP OF THAT ERROR, BLESSED THAT ADVENTURER WITH AN OUTRAGEOUS SALARY!

HOW MANY ENJOY THE CAR ALLOWANCE. ONE? TWO? fIFTY ?

IF THE ITERIM SUPT. FLEW INTO TOWN, BY ALL MEANS PROVIDE A RENTAL CAR. THE DISTRICT IS NOT THAT WIDE TO AFFORD TRAVEL EXPENSE OR AUTO ALLOWANCE…… CAN IT BE THAT WE YOU HAVE AN INDIVIDUAL CONSTANTLY ON THE ROAD BETWEEN HAYWARD AND SACRAMENTO?

THE BIGGEST MONEY PROBLEMS AT husd? LACK OF CORRECTIVE ACTION INVOLVING
1.) CLASSROOM TRANSCIENCE
2.) ABSENTEEISM

ABSENTEEISM AT HIGH SCHOOL LEVEL COSTS TYHE dISTRICT A MILLION PER YEAR IN LOST ada REVENUE1

wHO OR WHAT TO BLAME?

1.) PARENTS AND PARENTING!
2.) INDIFFRENCE OF THE VOTERS WITHIN THE DISTRICT.

3.) MEETING AGENDAS POSSESSED OF AN IMPOSSIBLE LIST OF ACCRONYMS PRESENTED AT EVERY MEETING WITHOUT COURTESY OF A GLOSSARY OF ACCRONYMS…. (LOUSY TEACHING SKILLS BEHIND THAT PROBLEM ?)

POOR RULES AND PROCEDURES GOVERNING PUBLIC COMMENTS.
FOR EXAMPLE: THE lATINO COMMUNITY WILL GAIN NOTHING UNLEES THEY ORGANIZE THEMSELVES…. LET THE MOST CAPABLE PRESENT THEIR ARGUMENTS IN ENGLISH SO THAT A HIRED TRANSLATORS DO NOT HAVE TO AID THE NON ENGLISH SPEAKING WHICH IS DONE AT EXPENSE TO PUBLIC COMMET PERIOD TIME LIMITS AND EXPENSE OF THE TRANSLATOR’S HIRE! Those expressions in Spanish and the accompanyion time for tra=nslation eat into the first hour of ‘public comments’ with the result that those pushed back into the late hours of item J on the agenda are infuriated !!

What is needed is a set up of ad hoc groups (or commissions), where many of these problems can be worked out without dragging on the time of paid staff.

Where in blazes did the resistance to such ideas commence when a simple observance of the Hayward City’s reliance on ten (10) groups of ‘commissions’
( ad hoc groups?) staffed bY over 100 volunteers represents a huge savings in staff time!

Teachers can’t learn something about civics?

well when they complain about the budget, the Trustees ought offer then a read of my letter dated March 3rd, 2010.. which I had promised to provide them at my last appearance at public comments on February 10th.

Also, could Obama or someone else PLEASE do something about health insurance? I pay 609/month (pretax) just to insure myself through the district’s least expensive plan. And, unlike salaries, you can pretty much count on premiums increasing every year. Are we still covering Vigil? Our generosity is astounding.

TRUSTEES HAVE RENTED A CAR AND PAY FOR FUEL AND UP KEEP. SHE IS KNOWN TO HAVE DRIVEN TO MONTEREY TO ATTEND A PROFESSIONAL MEETING WHERE SHE MADE OUR DIDTRICT’S NEED KNOWN….. THAT SHOULD NOT COME OUT OF HER POCKET.

WHEN WE SELECT ANOTHER SUPT… SHE TURNS THE CAR BACK TO THE RENTAL AGENCY! SHE DOES NOT KEEP IT!
