If you speak of corruption in Haywasrd, ( which does not exist except in dark recesses of your own mind,) I imagine you are referring to the type of corruption occurring at Peralta Community college, as seenin the rather disturbing story occurring in the issues of ANG News[apers today.

The apparent corruption involves a tguy who9, correct me if i AM WRONG, ONCE THE mAYOT OF oAKLAND, AND IS NOW THE BIG DEAL AT pERALTZ cOLLEGE.

hE IS THE SAME GENTLEMEN WHO WON ONLY 49% OF THE VOTE WHEN RUNNI9NG FOR THE ASSEMBLY SEAT AT THE SAME TIME mS. bOCK WON ONLY 9% OF THAT VOTE…… tHE RUN-OOF EKECTION CAUSED BY FAILURE OF ANY CANDIDATE TO GAIN A MINIMUM OF 50% AS REQUIRED UNDER THE LAW GOVERNING SUCH ACTIVITIES. mS bOCK WON BECAUSE THE FORMEWR MAYOR, THE PRESENT TOP DOG AT pERALTA GOT CAUGHT VIOLATIONG ELECTION LAW.

SEEMS TO ME YOU HAVE MORE CAUSE TO REALLY GET IN AND WORK HARD AT CLEANING UP OAKLAND RATHER THAN TO LAY BACK AND WORRY AGBOUT HUSD.

THEN, YOUR MIND WOULD NOT BE HEAVILY WEIGHED WITH CONCERN, ANGST, WORRY…ETC ABOUT THINGS OVER WHICH YOU HAVE ABSOLUTELY NO VOTE !

When contracts are signed, you must fulfill the terms of the deal, you fire ‘em you pay them!….. which means you cannot arbitrarily fire them, without fulfilling the terms of the contract, unless their hands are caught in the cookie jar.

As you well know from your own experience in the past here at HUSD, the error is made when accepting a hire on his terms. I agree with you, I would never have hired the last individual based on his ‘job hopping’ history.

The complaints against the indivisual piled up and
Trustees for what ever reason, are not permitted to discuss personnel matters outside the closed meeting room. Surely, with your history you are aware of that. Are you not?

The analogy you describe in your above submission, is poor…. you have to pay the individualos, ‘the going rate’ and in California’s extreme need we find ourselves in a market for talent which is very highly competitive,…. if you want any brains and educational expaerience in your hires.

If I gain sufficiebt attention to the TOWN Hall meeting idea, it will eventuate to a partial determination of the problem with truancy and HOOKY which lead to a high number of ‘drop outs’ in our schools. I empathsize with the Black American Community who see and understand the problem with drop outs amoung young black males pARTICULARLY. wHICh IS WHY I CHANGED PARTY REGISTRATION AND ACTIVELY ENCOURAGED VOTES FOR O’BAMA.

Our school problem, statewide,is with truancy and transiency, which seriously affects ADA money paid by the state, In reparation FOR the theft of our real estate tax money which went directly to the schools in former times, has since been the basic cause of the problem.

It isn’t just the expense of hiring attendence clerks and writing unfathomanle reports needed to collect the ADA money, which is a big expense in and of itself, but now we have the problem in Oakland and Haywared of a high number of felons on parole many of whom will not be under the three year supervision ( State can not pay for more parole officers???/) but those poor felons as individuals are sent, in very heavy numbers to either Hayward or Oakland…..And Guess what? City of Pleasanton which has a school district within it’s city does not have single parolee in it’s City… while Hayward has about 600 and Oakland has over 2,ooo whose children are packed into the older City schools!……something in excess of 60% go back to the slammer within three years. No count is made by the State establishing rate of recidivism in years after release from supervison by a parole officer.

Now, we have to send some of those guys back to civil life, some without supervison, because the State can not afford new prisons nor the health bills in overcrowded prisons…. per a Federal judge.

+You can expect an increase in loss of ADA money to public schools by State of Califiornia…. because???

Bet your bottom dollar on the idea that ADA sums per student will not incrase! But the felons have Families!

You are aware are you not that paroled felons have families and they move around a lot, probably use section eight, part of which is denied their kids when he gets caught and wife uses rent money for bail or lawyers…. thus school attendence fails too…. the good old double whammy! Right?

You were active in HUSd schools, so do not tell me that you are unaware of that problem?

As a teen ager between junior and senior class, I was deesparate for money… my widowed mother had three sons I was the oldest, she worked but her cancer was getting worse and she lost time….

I took a job washing Dishes on the Lurline a passenger vessel sailing bewtwween Hawaii and the West coast. SF To Honolulu one trip then then went on to La and reverse the pattern…. signed on as a scullion, the lowest paid job on the vessel. Paid $1.00 per hour 12 hours a day with $0.50 cents overtime after 8 hours. Bunk, chow and laundry with clean showers tosseed in! I weighed only about 150 in those days, shaved about once a week with a dry face and safty razor…. perfect target for the many homosexuals…. got one huge black eye defending ny self one night…. the Negro crew rescued me at the suggestion of the on board union leader, AND STEWARDESS, ( ARELENE SLAUGHTER) who eventuated years later to become Huey Newton’s mother in-law; I was the only white guy in the voluntarily segregated CREW QUARTERS where I was assured that none where homosexual…. they cornered the guy who assaulted me, brought him to the quarters and invited me to take a shot…. which I refused but since they continued to insist, under mild threat, I struck a weak blow and was subjected to comments to the effect that you weak white kids never chopped no cotton etc. The offender was promised serious ‘trouble’ if he was not the first down the gang plank at next California Port! We all watched as he ran to the end of the pier!

Three months in that situation taught me one hell of a lot about the suffering of Black men particularly when they took jobs, when offered, that were mean.
I tell you all this because it stood me in Good stead even to the point when I returned to school some of my teachers thought me to be a bit communistic. My public speaking class teacher particularly got a grin on his face because they knew my subject had at least sonething for other students to learn from me. I continued that atttude when in the US Army for two years!

I recognized however that the black experience was a whole lot likemy grandparents who
had emigrated from Ireland without much education or job offers when they got here.

My paternal Grandfather was the only one who was born n this country and became an oakland Police officer. He once built a home in OAKLAND’S upper Grand lake area and when they moved in, a LOT OF garbage was dumped on their front porch and stairs. In those days the post office delivered post cards with insulting pictures printed on THE front. One which arrived and was read by my foreign born grandmother was really bad. IT had her very upset….. showed a pig with curly tail and a shamrock tied to the tail, climbing the stairs of what was depicted and seen as a Catholic Church. the note read ,,,, get out of our neighborhood you Irish Pig !

Well, grandad was a plain clothes cop at this time, so he wore a shoulder holster and gun, without his coat in the early morning as neigbors walked past while he waterd the garden… gave a friendly hello as all walked by on their way to the Lakeshore Ave Street Cars….. He would purposely come home early, parked one of those keystone cop cars which Oakland used, again the coat off, shoulder holster and badge on…. giving every body a friendly greeting as they walked by!
No more CRAP… BUT GRANDMOTHER WAS GIVEN MANY FRIENDLY HELLOS DURING THE DAY AS SHE TENDED TO CHORES. fROM THEN ON NO ONE OBSERVED THE DEED RESTRICTIONS.
IN 1965 I WAS ASKED TO DO SOME REAL ESTATE APPRAISAL WORK in that neigborhood,…. LO AND BEHOLD, THE BLACK REALTOR MET ME THERE…. I DID NOT LET ON WHAT I KNEW ABOUT THE HOME, ENJOYED THE INTERIOR INSPECTION ETC….. GOT TO TALKING ABOUT THINGS AND I ASKED..”HOW IS THE NEIGHBORHOOD GOING.??”. “FINE” SAID HE… “BUT WE DO HAVE SOME OF THOSE DAMN WHITE HIPPIES MOVING IN !”….. WHICH caused med to breakout LAUGHING AND THUS HAD TO TELL HIM ABOUT MY GRANDFATHER, HIS SOLUTION AND HIS OWN PREJUDICIAL COMMENT ( about 1936)
