You should all be ashamed of your selfs for supporting either Reynoso or Aramas. Niether would know whats good for the schools or our district if it smaked them in the side of the head. They should both be impeacher immidiatly!

Losing Paul is a sad day, the only one who knows/cares about the board, district and our children. You all need to learn the facts before commenting on the issue of who best to run the board. Esspecially for those of you who support Reynoso, god help you!

This entry is a slight repetition of my commentary on a separate article of the HayWord. However, for Qodrn and all other interested parties here is a bit of information that I have uncovered.

State law mandates that Boards of Education receive compensation for their time and service. Currently State Education Code 35120 states for districts with less than 25,000 and more than 10,000 enrolled students the board members shall receive $400.00per month with a provision for an additional 5% totaling $420.00.

HUSD's official enrollment reported to the State Department of Education is 22,098.

Currently our board members receive $750.00 per month, which is $330.00 more than they are legally entitled to. I do not believe that these board members are aware of the overpayment. It is the responsibility of the Superintendent, Janis Duran and her predessor, to know just how much HUSD board members should be receiving. Additionally, those famous county fiscal advisors should also be aware that there is an overpayment. While small in amount, it is still money that could and should be spent on our students.

If Qodrn is still interested...I believe that if the state takes control of HUSD, there would be no future elections for board positions. The cost of an election is the responsibility of the district and I would find it difficult to believe that a the person appointed in a take over would approve of such an expenditure. School board elections are somewhat costly and certainly would not fall under the category of necessary expenditure for HUSD durning state control. If I am incorrect and someone out there has the information please provide it to all who may be interested.

If the state takes over the Board of Education will continue in a very limited role. They will not have any power regarding finances or day to day running of the district. They can make advisory recommendations regarding curriculum but they have no power to implement it. They will no longer receive thier stipend, the superintendent will most likely be replaced by one selected by the state's takeover person. Essentially, nobody, not the citizens, not the employees, not the board will have any control over what is done in HUSD. I do not believe that there would be ongoing elections for Board of Education positions until such time as the state returns local control. Perhaps the current board should have been slightly more cautious in the amount of money they are expending for the superintendent. Does anybody realize that Ms. Duran is making approximately $15,000.00 more money per year than the Chief of Police in San Jose. Seems a bit strange that he is responsible for the safety of hundreds of thousands of people and she is "responsible" for the education of 20+thousand children and adults. Just something for people who read this to ponder.

You are correct that personnel matters are discussed in closed session, however any decision to hire or to fire must be reported to the public along with how the board voted. Likewise the decision to stop the search needed to be discussed and voted upon in open session. It was not a "personnel" matter.

I would like to thank Mr. Frumkin for his service to Hayward and the school district. Ten years is a long time and includes many hours that could have been spent with family.

Secondly, I think personal matters have to be private and done at a closed meeting. Once a job is posted, the district can fill it. They don't have to wait for a certain number of applicants or accept any applicants the search company finds. However, I think to end the search should have been a public vote, along with more reconpense for that money spent.

I also would like the Superintendent to get out of the middle of the panel. I think the sup should sit in the audience frankly, like all the other HSUD employees have to. I am guessing the sitting arrangements will change soon.

I think Mr. Reynoso sometimes makes some good points but he votes no on almost everything. I think he uses some words in the English language that he can't really substantiate legally. He needs to carry his complaints a step further, or move on at this point. Maybe he will get more support after the election and not feel so much like an outsider.

I really have vision of the board going Mr. Reynoso isn't here let's vote now! behind closed doors.

If the state takes over, do we still have to pay the now advisory board? Would we still have elections?

Mr. Frumpkin was disingenuous in his statement about the various reasons he is not seeking re-election. To place all of the blame on the "questionable" conduct of one of his colleagues was simply a the pot calling the kettle black. For such discourse to occur it takes two or more people to engage in the conversation. Had Mr. Frumpkin simply allowed his colleague to express his opinions or ask his questions without constant interruption the tacky back and forth would have never happened. However Mr. Frumpkin, the person who brags about his mediation abilities, was unable to resist his own hatred driven impulses. His colleague would have simply spoken or asked and perhaps attempted a motion and the majority of the Board of Education could have voted him down. Instead Mr. Frumpkin, aided and abetted by the superintendent, continuously interrupted, chastised and argued. How sad that he allowed personal feelings to overshadow his professional responsibilities. Mr. Frumpkin does not leave his seat with entirely clean hands...he participated in some very questionable actions that beg his constituants to review and perhaps investigate. One simple example was the "decision" to stop the search for a new superintendent. There was no formal vote to take such action. Since the decision to hire a search team was done by a formal vote, and reported/done in public, the decision to stop the search needed to be done by formal vote and reported/done in public. THAT DID NOT HAPPEN. To take such action in closed session, and not report the vote out, is a violation of the Brown Act. HUSD has been criticized for not being open and transparent with its actions and here is a prime example of why the public is suspicious. I say it is time Mr. Frumpkin leave his post. It is my hope that whom ever is duly elected by the public has the professional and ethical standards this district needs. It is further my hope that Ms. Heredia ceases her attempts to continue the battle with the colleague in question. Perhaps she should open her mind and her heart to someone who, while a bit bullish in attitude, has nothing but the best interests of the students and families of HUSD. It is time to let petty differences go and begin to think of ALL of the students, familes and employees of HUSD first...not how best to one up a colleague.

Qodrn;

As a trusttee, Mr. Armas is the most qualified, having been City Manager in Hayward with another stint on the SF Peninsula as City manager which job he ap-plied and took after being assistant City Manager in Hayward.

He was popular and, effective, as he managed departments of the City having an employee count of 900 or more. Employees.

In addition, it was his leadership that brought forth the new Birbank School; he did this by 'managing' (or bringing together, HAYWARD AREA RECREATION DISTRICT, ( HARD), EDEN HOUSING, THE CTY'S REDEVELOPMENT AGENCY, THE VARIOUS OWNERS OF THE LAND WHRE “HUNT’S” ONCE STOOD AND THE DEVELOPERS WHO WANTED OPPORTUNITY TO BUILD HOUSING IN CLOSE PROXIMITY TO THE NEW INCREDIBLE AMENITY COUNT SEEN IN THE PRESENCE OF A NEW PARK, CAPITAL CORRIDIR COMMUTE TRAIN SERVICE WHICH ALSO OFFERS CONNECTIONS TO AMTRAK

THE 'BALACING ACT’ OF CO-ORDINATING THE DESIRES OF ALL PARTIES IN THAT INCREDIBLE IMPROVMENT TO THE OLD CANNERY AREA ON "C" STREET, WAS BEYOND THE CAPABILITIES OF HUSD’S ADMINISTRATIOJN AS WELL AS THAT OF THE HUSD BOARD OF TRUSTEES..

The presence of the level headed, well educated, management experienced energetic Mr. Armas is a blessing upon HUSD which should not be turned away.

On the other hand the paranoia exhibited by Mr. Reynoso is not an exhibition of 'Progress'. His presence is regressive and divisive. Had he acquired sufficient data to merit justification of his charges of illegality, conflicts of interest, false leadership practices etc,....... why has he not demonstrated the courage to seek corrections he thinks needed, through the legal processes available to him?

The last public meeting of the trustees had a 'closed session' starting at 5:00 pm. I arrived early so as to place my 'public comments card' in favorable position. Mr Reynoso arrived in Council Chambers, at 5:20 PM, placed his brief case and other materials at his usual spot on the Dais and only then did he proceed to take himself to the place where the 'closed meeting’ was being held.

How in blazes does he claim that 'things are being done without his knowledge or approval.

In 1994 I physically opposed and defeated the gathering of signatures needed to mount a recall campaign against three HUSD Trustees. The stupid organizers of that recall effort refused recognition of the fact that a regular election would be held that year and that two of the three were up for re-election.

Recently, we saw the only other attempt at recall brought forward by ‘zanies’ rallying around that person who has a psychological need to be elected to anything’ so long as it benefits her need for attention.

Re-calls, especially in near proximity to the date of a general election, are an unneeded expensive activity paid for by voters. I oppose them but eould support a recall if it involved Mr. Reynoso whose failure to bring supportable charges against other members of the Board of trustees is an indication of a confused mind and inability to be effective in his position as a Trustee.

Ms.Anne Wilkes, SHAME ON YOU !!

I REGARD YOU AS A ‘SNIPER’ WHOSE ILLOGICAL STATEMENT DEFIES REASON IF NOT COMMOMN COURTESY.

You aski; When is somebody going to do…..

You obviously lack both common courtesy, wisdom and courage to understand that when you state “ when is somebody going to do something etc…. that you display a touch of cowardice when, because you are so upset, that you are the somebody, if only you posssessed courage.
