Big hit in latest ideas for cuts: Faith Ringgold

UPDATE 5/16: Here’s the story that ran today.

cutsummaryFaith Ringgold School of Arts and Science supporters were out in force last night, and for no small reason. The superintendent is recommending closing the school to save more than $700,000. That’s the single largest source of $1.5 million in cuts that Supt. Janis Duran said need to be made regardless of what news comes from the state next week. Duran’s not alone in her recommendation — 60 percent of the the Fiscal Integrity and Transparency Advisory Group recommend its closure, 27 percent voted “yes, but modify” the plan, no members voted against it and 13 percent were undecided.

Trustee Jesus Armas said the board “needs a philosophical concurrence” in making decisions such as this one, because without that, “it’s just numbers, dollars and cents.”

That’s what the board’s special meeting earlier this afternoon was aimed at, a discussion of goals and the like.

We’ll have a story on Faith Ringgold in the next couple of days. Board will decide at the May 25 meeting.

Also, item H.6, the one about forming a community interview panel for the superintendent search, passed. Details to be ironed out.

    I was a part of the Charquin community when we had to move from Markham to the Laurel site..The only thing that the district had to move was the tables and two district owned tv/vcrs. The community moved everything else. At the new site, we painted,and then the district waxed the floors and positioned the tables. We did all of the rest of the set up. At last night’s meeting the Faith Ringgold community committed to do it just the same way…

    The original figure for the “cost savings” was in the 500 thousand dollar range…just a few months ago. The Faith Ringgold community volunteered to fundraise to help offset the costs; suggested that they would gladly share a site as they have done in the past, at Laurel, at Markham, at Tennyson. WE ADAPT, AND ACCOMMODATE! We are also an asset to any campus we are assigned. We are an example of positive energy, compassionate caring, holistic learning and can be role models and mentors to our fellow students. We just need a home.

    You also need the school district to support one alternative school. How about closing the alternative school and keeping Faith Ringgold?

    There is no way the district will save $770,000 by closing this school and really the rest of the cuts are mostly fluff. It looks like the district is not going to be cut that much, and heck the parents are willing to help offset costs.

    All: On the subject of closing Faith Ringgold
    and an associated matter!

    It is about time! Closure will ‘LEVEL THE PLAY FIELD’ ! Since so many enrollees are residents of other districts, ( which do not have similar activities), those children will have to return to the district which serves the ’ordinary’ children of their home districts. A large number of Faith Ringgold students reside in areas of deprivation, that it is only fair that they return so to relieve Hayward

    My source? Check the tapes of the HUSD meeting EARLIER THIS YEAR, when the group of parents were pleading to keep this ‘very important educational opportunity’ open.

    Scroll through the agenda pages ( found on the website), for each of the HUSD meetings occurring in the first quarter of the calendar year. I confess to loss of memory as to the date at which the parents were pleading a weak case for keeping that program alive.

    I agree it should be kept open but do it at the expense of those school districts in which so many of those students reside! The expense of acquiring the land and erecting a building ought be done at the expense of the Alameda County School Board, at a more convenient location to the whole of the County than is the case in Hayward.

    City of Hayward bears great expense on a direct or indirect basis of need, in such large sums, that it ought be the basis of another writing. One example; we have a disproportionate percentage of parolees living in Hayward and if we consider the recidivism rate of those on parole and assume that many have children living in Hayward’s low income areas … well, let your mind dwell for a short period on the question of parenting skills possessed by parents with a criminal record.

    Again I suggest to community leaders and their constituents, to think about relieving HUSD of some burdens it bears as result of attempting to educate children within the boundaries of the community now seen in many minds, including my own, as the ’doormat of the bay’.

    Do not think about selling off the Markham School site, Rather, think about moving the Helen Turner Day Care facility to the Markham site. Consider; The Helen Turner site utilizes but half of it’s land area…. The balance lies fallow and is a maintenance problem.

    Having accomplished the move of the Helen Turner operation consider moving that Charter school, presently utilizing only a portion of the Darwin site, to the Helen Turner site.

    In the 30 years of my real estate appraisal employment, I am unable to recall reading a lease so detrimental to a property owner as is seen in the land leased by HUSD to the operator of the Charter school on the Darwin site.

    ( We also have an ugly industrial use on that site…. HUSD uses the old multi-purpose room as a kitchen and has placed some other structures on that site much to the detriment of residential property owners in the immediate vicinity of the Darwin site.)

    The lease of the Darwin site to the Charter school has what I believe to be a highly irregular, poorly conceived, affected area that the remainder unused Dawrin site is severely handicapped in it’s ability to accommodate effective use of the ‘remainder parcel!.

    Several years ago I made an educated guess that the parcel, if leased to a single user woyld genearte and income stream of about $500,000 per year. The 10 year lease at $40,000 per year, having the disastrous affect upon the remainder reflects incompetence in HUSD administration attributable largely to the last Supt.!

    So, now it is time to play a bit of tactful negotiation with the Charter School…..then move it to the Helen Turner site and commence a bona fide marketing effort on the Darwin site which I personally belief would generate around $500,000 per year with a sale ten years later, at around $30 million in present day terms.

    As an aside; Did you know that in the five zip codes covering the City of Hayward and involving County areas served by the School District we enjoy the presence, as of April 2010, 514 parollees, in those same zip code areas, as of an earlier date (April 2009) we enjoyed the presence of 1,552 folks described as probationers. Sorry, more recent data on that subject is not yet available to me!

    Now compare that with poor Pleasanton which avoids creation of low income housing fo fear of attracting ‘undesirables’.

    Pleasanton, as of April 2010 had 5 paroled persons which showed a statistical reduction of 54.55% over the previous year. It’s share of probationers was down 8.70% in 2009 to just 50 in year 2009

    Is it any wonder then, that Pleasanton students do better and that truancy is not the big problem in Pleasanton as it is in Hayward?

    Pewrhaps a law is needed on the subject of equalization of low income housijng within each County of the SDtate? What says HEA….. any influence in Sacramento?

    FAITH RINGGOLD IS OPEN TO ANY AND ALL STUDENTS IN HUSD. IT DOES NOT DISCRIMINATE NOR DOES IT PLACE A BURDEN ON THE STUDENTS OF HUSD. By sending those “outsiders” back to their home districts, HUSD loses ADA money…its not a gigantic amount but I thought every little bit counts. Faith Ringgold is not the “dumping” ground for “low income” surrounding districts. Faith Ringgold or any other school for that matter, should not be a “cost cutting” solution for a district that is top heavy in salaries for administrators, consultants, and attorneys. If they just fired the legal firm and put out a request for bids for legal services, they could save 1,000,000 dollars. Oh my isn’t that a novel idea; not paying plane fair, housing and Lord knows what else for attorneys to defend unfair labor practices, special education mistakes, finding ways to silence the public and anybody else HUSD’s administration chooses.

    Let’s get real…student needs, student education comes first…at least I think it does.

    Well, taht’s one opinion and my reply. Is there anyone else who sees a potential pot of Gold in making the moves I suggested at # 2 ? Perhaps a teacher struggling with 28 kids in a class at HUSD?

    I recall attending a graduation of my granddaughter at the parochial school in Castro Valley. 35 kids in the class when at first grade of which 33 graduated
    together at 8th grade. Something must of gone wrong… she only teaches calculus at a public school near San Luis Obispo.

    Then too,her mom and dad were simply unable to bring tv programming into theuir home…. the five youngsters in that class has to watch discs inserted into a dumb machine if they wanted to watch anything on the device some families refere to as a tee vee.

    My gosh how thiose grand kids have suffered !!!

    Whatever you say Mr. Kyle. My immediate concern is for a program that has 30+years of success, despite being ignored by the administration, except for when it becomes convenient to “save money”. The ideology that is built into the Faith Ringgold program is worth saving, no matter what. If HUSD really understood the program then they would encourage families to enroll in Faith Ringgold, they would honor what is called “choice” in enrollment.

    Question Eric. Why is the food fight at Leadership High such a big deal? The school has reporters from channel 11 and 2 still on hand even after yesterday.
    I don’t get it. The same school had 99% of its sophomores pass the high school grad test but that didn’t get reported on. I can’t believe reporters are spending two days at a school with all the other stuff going on.

    the Markham site is difficult for parking and has a tilted playground. But it is suitable to a small school like Faith Ringgold. Would serve the district right if they closed it and a charter school wound up using the site for free.

    Get your Map book out…The Thomas guide would be a good one simce the scale is large enough fopr the typical Haywarditr to grasp the distance probloem between the Fairview site and the Markham site.

    Fairview is shown as located in map grid 7c on page 692 of the 23rd editio of Thomas guide as published by Rand McNaly. is located at 6th and Ward Street where for a period of time, those happy campers wandering around town newar the Library… camped out at night….more simply put, it is but a brisk 6 or 7 minute walk from the library.

    Now, having referred to tyhe map and in that process gained an ap[preciation of the distance between the two sites…. ask your self which kid from Kelley hill area can walk the distance… or pay a ‘small fee; for usde of the yellow bus???

    Some of the kids fro Kelley hill are traveling quite a distance from Fairview to attend HUSD…. where/ Surely not the famous succssful location in ‘the old Hayward Hills Area…… you know the one that was sio successful that HAPA WANTED TO KEEP IT OPEN AND ABANDON THOUGHTS OF DEVEKLOPIN YTHAT BASTY sTONEBRAE DEVELOPMEN WHICH DONATED A FREE SCGOOL TO FAIRVIEW SCHOO0L WAS A WORN OUT PIECE OF CRAP, JUST AS IS lONGWOOD SCHOOL. ….     My husband, you know that evil man, who, according to you, all on his own fired Marlin Foxworth, hired Joan Kowal, sent the district into financial ruin and was the cause for every other problem in HUSD…well he ‘s going to Stanford this week to be an inpatient while he waits for his double lung transplant. Why don’t you see if you can conjour up something witty or sarcastic to post.

    I want to give the benefit of the doubt. But it seems odd for the Superintendent to say she’s backed by FITAG reccommendations if FITAG relied on the district office for estimates. Plus I still don’t understand how initially the cost of Faith Ringgold to the district was estimated at $300,000, then later at $700,000.

    Semi disclosure, I am a first year parent at Faith Ringgold. And yes, I’ve made arrangements to take my child outside of Hayward Unified if F.R. is cut. With our oldest child, our family’s been part of Hayward Unified since 1999. We’ve met great families, teachers, and yes even some administrators. But Faith is our last effort to stay in HUSD.

    Teresa: Some things grab the attention of viewers more than others. Notice that the last two stories out of Hayward schools that television really went after both had amateur YouTube clips attached: The food fight at Leadership and physical fight near Hayward High. There are other reasons — when there’s talk of taking senior functions away from everyone, there’s a fairness factor that comes into play, and parents will disagree on whether punishment is just or too severe for a “prank.” When I was at Faith Ringgold that morning talking with the principal, someone came into the office and was going off about how the media was blowing up nothing at Leadership and how those kids had the punishment coming, etc., but he sorta proved the point that people will talk about that story.

    Kathi: I wish your husband a seamless operation and speedy recovery.

    Hope everything goes well for Mr. Booth. I will remember him in my prayers. This surgery certainly sounds very scary, but goes susprisingly well these days. Does he have a pair of lungs ready for him or is he waiting for a donor? That is another hard part lungs have to be found from someone. Good Luck.

    He has been waiting for 6 months and it is too stressful for his “sick lungs” so now he waits in the hospital. Yep it is really hard to pray for lungs when it means someone else has to lose their life to donate them. Thank you all for your kind words and wishes.

    Poor beleaguered Kathy Booth. She attacks me rather unfairly to say the least then raises her husband’s health problem to gather sympathetic support. I question the tactic.

    At # 3 above I contributed a logical thought that if accepted and acted upon might eventuate to as much as a $30 million dollar infusion into HUSD’s reserve account at a future date but in the near future would see an annual income stream of something near AT A FUTURE DATE\, BUT IN THE NEAR FUTURE WOULD SEE AN ANNUAL INCOME STREAM OF SOMETHING NEAR A very conservative estimate of $300,000 PER YEAR. This is not the venue to explain a highly plausible real estate transaction which has found acceptance in the SF Bay Area.

    The point is that contributors continue submitting banal thoughts such as the idea of moving the Fairview School onto the Markham ( Faith Ringgold) site. Or was Booth whom I had in mind when I spoke of the life long resident who failed understanding of the plight that Fairview students would have a terrible trip to school, to say nothing of the fact that their new school is nearing completion on the old site while students are temporarily attending classes at the re-opened school in the Old Highland hills area on Highland Blvd near Campus Drive..

    Ms. Booth’s tirade in her most recent above contribution is nothing less than rant in it’s definition in use as noun as well as verb. She has the audacity to assert that I hold her husband responsible for all of HUSD‘s problems starting with his dismissal of Marlin Foxworth…

    Recall the occasion that ms. Booth was inciting readers with her demands that trustees return all the money that was paod them as a stipend for attending the many meetings required of a trustee! The kady fell silent when I calculated what her Husband’s sum would be if he were included in her insistence that the ‘overpayments’ be returned.

    Be advised that I did mention Larry‘s name when he was part of the ‘troop of 3 trustees‘ who made a trip to Florida for the purpose of ‘vetting‘ the candidate who was hired to replace Foxworth. Ms. Booth let‘s her imagination run wild when presenting scurrilous personal attacks upon me. Then, after her tirade in the most recent of her contributions, she turns to revelation of her husband‘s medical and physical condition. I interpret that as blatant appeal for empathy for her self as well as for her attack upon me. The lady obviously has an altitudinal problem. I hope it does not affect Larry’s recovery! For my part I will make no further attempts to defend myself where Ms. Booth is concerned. Frankly she is not worth further thought.

    Let me make this comment about Mr. Booth. He has, in his history as a citizen been a volunteer with that group concerned with Hayward’s shoreline. He has to his credit undertaken the monetary risk of running for a seat on the Board of Trustees at which he succeeded. I never questioned his votes on any subject. On the other hand Mrs. Booth was quite vocal in her opposition to the appointment of Mr. Armas and his subsequent victory in the vote which soon followed his appointment. That was the period in which Ms. Booth b=egan to submit what she thinks of as being contributions to community in her opposition to Mr. Armas. She even supported a nasty contributor who used a nom de plume so as to avoid personal identity with scurrility in her contribution as Obam New Age! Ms. Booth made no attempt to winnow out the scurrility of the contribution by that unbalanced character using the name Obama New Age. In that support for the scurrilous remarks of the gutless sniper, Booth failed to respond to my requests for her interpretation of the difference between free speech and ‘license’ thus explaining why, as a Graduate of Law School. she passed over the opportunity to take the Bar Exam.

    I have engaged Mr. Booth in conversation while shopping at his place of employment. I admire the man for his continued appearance at his job despite the distressful condition of his health. I think his physical expenditures of strength and willpower, to assure medical coverage was a incredible, positive statement about the man’s character. He has difficulty breathing due to lung damage and needs a replacement‘

    Can you imagine the degree of difficulty he encountered dragging a heavy oxygen generating machine to work. Oxygen bottles represent a great risk in public spaces. Where passers-by might be smoking or taking some action causing a spark… thus the need to drag oxygen generating machine, a heavy device which extracts oxygen from air. Dragging that device to work each day that he was on the job was heroic.. I have one in my home ( but am about to return the device which met my wife’s needs but now is no longer necessary.)

    Poor Ms. Booth. She has been a heavy smoker for some time and must now give that up for her husband’s sake. I fear her disposition will grow worse; I hope not, for Larry’s sake if not my own.

    Have you been driving by the house again to check to see if I am smoking???? Gas costs are high, it would seem to me that you should save the money and apply it to a retirement home somewhere far away from this area. Just think how healthy it would be for you and your wife.

    I understand that parollees return to their place of origin. Also, since a person in prison leaves a one parent family I can see them living in Hayward since it is one of the least expensive areas in Alameda County at least in some areas. I was surprised to find out that rental for a three bedroom apartment was $1700 a month. I suppose section 8 might help some of these people out. So maybe rents are not that cheap.
    I think the problem relates to parolees but more to one parent families. Also, many parents are not educated enough to help their kids out with homework and the right type of support beyond economics. Not every parent wants to or has the time or can help out nightly with Algebra II problems. I have to agree that if the state spread parolees around they might have better sucess at not contacting their old buds and the effect would be far less a burden on a community like Oakland or Hayward.

    For some reason, Mr. Kyle seems to be focused on the zip code in which he lives. I know that there are re-entry people,(I hate the connotation parolee)who are relocated throughout Hayward. I am sure their families are often disfunctional and in need of many supportive services, however I also know that there are just as many disfunctional families in Hayward who do not struggle with the stigma and circumstances surrounding incarceration. If we are to focus on truancy, then we need to find out what the cause is first, and the people to speak with are the students who aren’t showing up to ascertain what is going on at home…if they have one.

    My experience with HUSD currently and in the past is that they do not follow up on truancy problems in a consistant way. Oh yes, now they have another of their stay in school drives, just like the bizillion others through out the years. It will produce an increase in attendance and then the focus will diminish and the problem will just come back. There is no long-term follow through.

    Until recently, I was an active volunteer helping families with special needs and circumstances and my experience was that the upper administration in HUSD simply didn’t respond in an effective way. My many families depended upon me to find services and support to help them become more efficient, cohesive, caring and educated…to benefit their children. HUSD talks the talk but they certainly do not walk the walk. This is not opinion, it is fact with respect to the many children and families that I have worked with.

    The decision to where to place parolees is solely with the State Department of Corrections. Nate Miley is the right person to talk to about this. His previous efforts to get the DOC to answer questions about the parolees has met with indifference. Sheriff Ahearn when queried will tell you the same.

    The Unincorporated Committee, chaired by Miley and Wilma Chan, and Alice Lai-Bitker earlier have raised these issues many times. They have also noted the extraordinary numbers of child abusers who are nominally in violation of Megan’s Law because of the proximity to schools.

    Our representatives have truly represented everyone to the best of their ability and to maximum amount of influence that campaign contributions can offer. Alameda County continues to reduce its parole officers in light of budget constraints.

    The state places the folks in the unincorporated areas because the re-entry housing is there, churches and support groups are well entrenched, housing is inexpensive, zoning constraints are few, Churches are actively in outreach, detox centers are there, political opposition is largely absent or ineffective and the law enforcement officials, county department heads, staff, elected county and city officials and voters win the NIMBY argument and all agree that they would rather have parolees in the unincorporated areas than in the cities of the county.

    One has only to visit the monthly Sheriff’s Monday update meetings at the San Lorenzo Homes Association to ask the questions and get straight answers. All of this is unlikely to change given the economy and current voter patterns.

    Once again, I am not surprised at Mr. kyle. For any who care: I organized the clean-up of South Garden, with the help of Councilmembers Olden Henson and Kevin Dowling, long before the Clean and Green Committee ever thought of coming down this way. If you have any doubts just call or email either of them and ask who was it that blew up their phones, sent them pictures via email, they will be happy to tell you.
    I have had families with children at Longwood school who have needed my assistance, throughout the years of my VOLUNTEER efforts; providing respite care for the families of teens.
    I have worked voter registration drives.
    I don’t need to continuously list my contributions to my community or the greater city of Hayward..I do not need accolades on my behalf, nor do I need to be noticed.

    I am not ashamed of my neighborhood or its inhabitants, I do not blame them for past mistakes, I do not judge them on past mistakes, I offer assistance whenever I see people in need. I don’t think I need a sign on my car or house or stapled to my forehead that says LOOK WHAT I DO FOR MY COMMUNITY. I simply reach out.

Your research is found wanting and you would do well to reach out to Urban strategies Council which is located at 673 13th Street, Oakland Ca. 94512 or, of you are n really interested, I would deliver it to Mr. Kurhi at Daily Review offices in Hayward. Since you are not listed in phone book or Hayward’s GPS system of property owners even though you have much to say, I will hand deliver it rather than pay the postage of $1.08 demanded of those using overstuffed business envelopes.     To enlighten those who read the blog with open mind and capable of accepting fact, I offer the following:

    1st.) Oakland has no area within the boundaries of that City which are directly administered by the County of Alameda.

    Oakland shares some zip code areas with the City of Piedmont which, as you might guess, lacks low income housing. Another zip code is shared with Emeryville but here again the count of parollees is thought largely attributable to Oakland.

    The report from Urban Strategies indicates that Oakland ‘share of parollees was just 2,035 and Hayward Got awat with having just 514 while on the eastern portion of Alameda County, Citu=y of Pleasanton was heavily burdened with 5; Dublin labored under a load 37 and Livermore staggered with the burden of 47. Fremont’s share was 24 Newark was crushed with 51 and Union City writhed under they an exceedingly heavy load of 63 and Subol weeped about the curse of 2..

    Well, Oakland and Hayward’s politicos have no right to complain. Hayward remains cool and silent while all those whine for Oakland should have no complaint ! Right?

    I wonder if it was the whiners who brought and suvveeded with the law suit against Pleasanton over it’s refusal to accept ABAG’s pleadings about quotas and other such nonsense. Well, Pleasanton is not presently seen cursed with that burden in their schools which I think might be the case with Oakland and Hayward SCHOOLS given the FAMILY disruptions OCCURRING with recidivism, occurring in the first year of release at around 40% and at 52% at end of third year when supervision of the remainder is no longer necessary. There seems to be a note of dissidence in a Southern Calif University but who cares what they think…. Their estimate of 65^ to 70% at the end of 5th year, if accepted, is useless against a budget problem anyhow! Ewe just do not have money for more parole officers… besides it might have negative affect upon recruitment of more Tea Party Members.

    You will love this bit….the combined count of parolees living in Oakland and Hayward on April 1, 2010 Ws 2,549 or just 66.5% of the total burden placed upon the entire county. Well, since our schools are so bad it must be assumed that we are at fault here in Oakland and Hayward for not having been more successful in our educational system….. Otherwise, who do we blame? Our brand of Booze? Do we foist the problem off to our teachers?

    Now I have only related data pertinent to the accopunting records of April 6, 2020. Some more data was released showing the count in July 2010 which was pertinent to that classification of law breakers known as “Probationers” That group saw a count increase from April 2009 at 10,840 to 12,369 as of July 2010.

    Where thje count of parollees totaled 3,534 on Apriln 6, 2010.. The countof parolees as of Oactober 4th was 4,332 but only 4,293 had zip code identity. I do not think that the39 parollees who have not reported a zip code skews the Color coded zip code areas on the Map published by Urban Strategies Council If rhere is a deficiency blame it on the California Dept of Corrections whom we all know is shorthanded in it’s count of parole officers.

    I say that HUSD’s problem is deep rooted in density of parolees in the two oldest Cities while Pleasanton seems to have deep roots in fallacious thought about supplying a share of low income housing. Then too those thoughts are alive and well In Union City, Fremont and Newark that are each well below that seen In Hayward. I am told but do not think it too much to consider as a factor in future ‘sharing’ of responsibility that there is a similar imbalance in distribution of Section 8 monies. Perhaps redevelopment money ought be used to aid a leveling of the playfield?

    Ar one time parolees were released to the City in which they lived at the time they committed their offense. Perhaps we ought revise that since we now release them to the County in which they resided. I wonder how many felons lived in Pleasanton when they committed their offense?

    Of course Ms. Booth will take issue with the facts as I present them to you. What say you to the fact that Schools such as Longwood have been affected by low income housing such as is seen in South Garden Area. Longwood is just one of several which are harmed by very high rates of transience as well as truancy. The identity of zip 94541 as being the very worst in Hayward, must have similar affect upon the other schools with the possible exception of Burbank which I suspect is experiencing an influx of students from nearby new housing development.

We have met and sat next to each other, though you did not evidence even the slightest recognition. By the way by right next to each other I would suggest you recall the last meeting at Longwood High.

    Because of your lack of skill in typing, I cannot follow your presentation. As near as I can tell you continue along alone. It will be sad when you realize at last how alone you really are.

    You did not refute what I said. I know you cannot do that since it is a fact. The Bureau of Corrections decides where they want to parole people and where they stick them is up to them. The majority for Alameda County go where in to 94541 which is mostly unincorplorated Alameda County.

    Nate Miley knows this. Just ask him or Seth. Also there is not much any of us will ever be able to do about it. Get used to it.

    You are right on so many points, but as you say he will never be able to admit that someone other than he is factually correct. What he does with his typing and rambling is that old ploy of diversion…confuse and baffle the reader so that they forget what the point was or wasn’t in the first place. Correct me if I am wrong, but transciency is not solely the cause of the recently released offenders.

    I have lived in Hayward my entire life and even when I was a child there were people moving in and out of my neighborhood schools; families who would take extended vacations in the middle of the school year; families who went where the harvesting was happening or where the canneries were up and running. Did we have recent offender releases, probably but they were just one of many causes in the equation.

    I am fully cognizant of the size of 94541 and the fact that a portion of 94541 finds two schools of San Lorenzo District as well as two schools of HUSD North of West A and west of Foothill.
    Fairview and Strobridge are also in the District as is Markham

    Right off hand, with out going through what might laughingly be called a file system. I know what I am about and will use \the Fiscal year 2010- 2011 data when school district closes and their enrollments, transfers and Hooky data and unreported transience is collated.

    Fairview as an example is a nearly finished totally new school not yet opened. Will probably open after next Christmas Holidays. That school serves the unincorporated area involving Kelly Hill.
    Unfortunately it too had a high count of truancy as well as enrollment.

    Cherryland has a high count and related problems in very old construction as does Longwood. It also has a very high concentration of not only parolees but an even higher count of Probationers. 94541 suffers the very highest count of parolees and probationers…. over all the other zip codes of Hayward !.

    I do not accept your statement about how the Dept of Correction sends those released hither and thither. I read the law on that subject two years ago and I found an interpretation differing from what you describe but I will use computer access to that data and if I am correct I will send you a copy for your perusal. If I am wrong and you are right I will advise that also. At this writing I am confident of ability to recall those factors.

    Now, if I choose to ‘waste my time’ doing an analysis of the affect of recidivism upon school attendance and ADA payments…. What do you care? I have lived in Hayward since early in first quarter of 1961. I first took my home on a lease basis and bought it two years later when my children were accepted at St. Joachim’s. That Parish school, a class C masonry building, which met all the requirements of the Riley Act was built entirely by Volunteers one of whom was a practicing member of the Jewish Faith whose grandchildren aspired to be enrolled. in early 1950’s. Most male parents were former Military service guys who had gone to College on Vet entitlements. One successful member was executive officer of SF Bay Conservation District He had once held the U.S. Navy equivalent of the Army‘s ‘field grade’ officers. I found the ‘spirit of volunteerism’ most attracting after becoming familiar with Hayward as a Real Estate Appraiser. Previously I had been a loan officer at the Bank’s Castro Valley office.

    As an appraiser with recognition of skills by employers it became even more challenging assignments took me throughout the Bay Area and south along Highway I-5 and over the Hill along I-80 or up to Eureka and the Sacramento area of influence. Since retirement on disability basis at age 60 in 1991 I have volunteered service to the community outside of the Parochial school involvement The count of that sort of activity includes nothing less than 24 ad hoc groups or ‘task forces‘ as they are sometimes described.. Up until about a year and a half ago I frequently attended meetings of both City Council and Board of Trustees. I have frequently made a point of running my eyes over the City’s website to observe the terrific spirit of the numbers of ‘Commissions’ established by the City. When all the seats are filled there are over a hundred volunteers involved with those ten ’commissions’

    Now you advise that you have lived in Hayward for 25 years and I do not recall ever, not even once, observing you as a participant at City and School opportunities for volunteerism.

    Perhaps you can enlighten me on that subject with a recitation of your experience as a volunteer in community or possibly your talents as an employee of City or HUSD.

    Would you care to chirp a bit on that subject?

    Thank you! I know that of which I spoke. The lad’s home was on Longwood’s south side, 4th from corner of Teakwood. My rear Property line fence corner is only 50 feet awat from the right rear corner of the home which was occupied by the lad and his dead by suicide brother; both left to the mother by the father who remains in the slammer for a major felonious crime…… no parole in sight but he, the Dad was also announced that he too was suing because he is now without visitors i.e. his two dead sons. Home was a rental and left in a real shambles when they moved out…. major water damage in bath, broken windows, major dammage to bedroom walls and windows and front doors left hanging on one hinge, sheetrock damage done by heavy blows and of course scribbles all over some of the interior walls.

    When * 3 diws hw was on parole… at age 22. He had not married his child’s mother per newd account…
    But # 3 had good intentions he had planned to take the child to an amusement park.

    Of course it is our fault that society let these kids down. EWspecially the older one who shot himself in the mouth. Poor kid… not as violent as # 3 but often semn in bling staggers, without full clothin, shirtless early and I mean early in the morning while dragging a filthy blanket and carrying a pillow. Principal at Longwood advised another segment lived in South Garden vicinity and that a female from the second household was known to go door to door seeking donations so that she could purchase disposable diapers for her young child… did she ever knock on your door?

    Too bad if they had been your neighbors you would have aided resolution of their plight. Right? Were not your neighbors?

    # 3′s child was awarded a One Million dollar payout by BART and Mom wants another……such sum.
