Carson Palmer threw a 61-yard touchdown pass to Denarius Moore and the Chiefs countered with a 20-yard field goal by Ryan Succop as the Raiders took a four-point lead into the fourth quarter.
Kansas City opens the third quarter with a third-and-2 at their own 42-yard line.
The Raiders have 13 penalties for 82 yards and came in needing 19 penalties for 103 yards to break the existing NFL records in both categories.
