The Raiders broke a scoreless tie with a 39-yard touchdown pass from Terrelle Pryor to Denarius Moore early in the second quarter.
That gave the Raiders a 7-0 lead and helped quiet the sold-out crowd, which began the game making plenty of noise.
The Raiders had a chance to take a 3-0 lead before the Pryor-Moore connection, though Sebastian Janikowski came up short on a 51-yard field-goald attempt.
That marked Janikowski’s fourth miss this season, whereas he missed only three such attempts last season.
The Chiefs tied the game with 1 minute, 6 seconds left in the half on a 7-yard run by running back Jamaal Charles.
One play earlier, Raiders rookie cornerback D.J. Hayden committed a pass interference penalty on a third-and-10 play to give the Chiefs a first-and-goal from the Raiders 7.
Hayden played well to that point, though he allowed a 17-yard completion earlier in the drive.
