Clearly cuts that need to be negotiated with a union are not within the control of the agency.  Its just a phoney shell game that sends most people to prision for doing it.]]></description>

		<description><![CDATA[School Services of California told me that it is fairly common for school districts to include cuts that haven&#039;t been made yet (although I don&#039;t know how common it is to include cuts that still need to be negotiated). Some districts merely state their intention to make a certain dollar amount of cuts, with the assumption that discussions for identifying the cuts are underway.
However, School Services said assumed cuts that need to be negotiated must be removed from future budgets if the negotiations don&#039;t look like they will pan out.]]></description>

Also, the reserves are not really as big as they appear because the district built in furlough days that hadn&#039;t yet been negotiated, so it could certify a &quot;positive&quot; budget (and get a better bond sales rating).
Now, the district is in the awkward position of having to tell MDEA and the public that it needs to make cuts because the portion of the reserve that assumes furlough days doesn&#039;t really exist.
Previously, interim superintendent Dick Nicoll told me that he believed it was better to file a &quot;qualified&quot; budget -- instead of building in cuts that hadn&#039;t been made -- so the public could see exactly how many reductions were necessary.
