Most claim they are "private parties" for "friends" and thankfully most cause few problems - just like legitimate clubs. Those that play nicely with their neighbors and are safe will have a long and hassle free life. Given that Oakland take months if not years to shut down clubs that are causing problems, even deaths (short explanation - its "bad for business" and business has a louder lobby than tax payers) there is little chance they will ever catch up on the underground ones.
