An campaign event at an military facility? Isn’t that a violation of the Hatch Act?

You are right, it would be a violation of the Hatch Act.

As chairman of the House Armed Services Committee, Hunter wanted to see the new housing at Camp Parks, and asked for a tour inbetween campaign events.

But the campaign folks decided, according to Pombo’s spokesman a few minutes ago, to drop the Camp Parks visit because it would too easily be confused with the campaign events.
