Speaker Pelosi, with the $5.6 trillion surplus comment, is referencing the second sentence of the 190 page 2001 CBO report projecting a $5.6 trillion budget surplus, based on the economy following the assumptions contained in the report.  Contained in the report are 11 pages of uncertainties and an explicit statement by the CBO there was no prediction concerning the $5.6 trillion projection.  It is well documented by the American Institute of Certified Public Accountants that it is much easier to deceive people with a projection than real historical numbers.  Speaker Pelosi is siezing the opportunity to deceive Americans using a tactic that is well documented in the accounting profession.]]></description>
