Unless and until the state govenment (Republican and Democrats alike) decide to make some tough policy choices about how the existing money is spent they should not get another dime. If you give then any more money it just allows them to put off those decisions that need to be made today. Public safety and education are the top priorities. Accross the board cuts never work either – it is just a way to avoid making a tough decision.
