I looked up Mister Phillips in the Contra Costa voter registration database I have on my computer but my file is a couple of months old and may not reflect a very recent change. I’ll give the Election Department a call tomorrow and see if they can look him up in their system for me and I’ll correct it if that’s the case. Thanks for letting me know!
