“Strategic” – as in “outspending” any other pursuit of the same goal, a significant component of which were successful in their pursuits.

Tough to figure what’s “false” about a demonstrated inability to achieve a desired result without expending sums significantly greater than ALL other previous efforts.

Tough to figure what’s “false” about the notion that Meg approved of what can ONLY be characterized by ANY objective measure, as outrageously extravagant budgetary plans.
