The &quot;3% at 50&quot; pension scheme, enacted as S.B. 400 in 1999, showered hundreds of millions of dollars upon state firefighters, police officers and prison guards. Many local governments followed the state&#039;s lead, including Contra Costa in October 2002. S.B. 400 was a major way in which Gov. Gray Davis literally &quot;paid back&quot; many-fold 1998 campaign contributions from public employee unions.  &quot;3% at 50&quot; needs to be abolished immediately for all new state employees. Contra Costans should vote down any Board of Supervisors candidate who refuses to abolish the &quot;3% at 50&quot; pension scheme that is literally bankrupting the county government.  Things are not as bad as the politicians in Sacramento claim them to be.  You will know that the situation is dire in reality when the CTA rats out the IAFF for the &quot;3% at 50&quot; pension scheme, when the CCPOA turns against the Highway Patrol pension scheme, etc. Right now they&#039;re a strong, united wall calling for &quot;new revenues&quot; (aka &quot;higher taxes&quot;) to fund their lavish compensation packages.  The public employee unions literally own the Contra Costa political establishment, especially Senator Mark DeSaulnier who championed Contra Costa&#039;s &quot;3% at 50&quot; debacle as county supervisor in 2002.  Beware of any &quot;reform&quot; that DeSaulnier, et al., support.]]></description>

		<description><![CDATA[It is amazing that the Democrat braintrust running California cannot see the solution. A simple self examination would easily reveal the solution to California&#039;s problems. 

As an Alcoholic gazes into the mirror the morning after a wild drunk. He looks deep into his soul. This introspection leads to a brief moment of clarity. 

Our Dems need to look inside to solve these problems. If they are honest they will realize that they are the problem. Like our alcoholic who cannot control himself. The Dem politician cannot stop spending! They are addicted to wasting money on &quot;clean energy&quot;. They labor under the false assumptiion that the government can ccreate jobs. They have an insatiable appetite for your money. They believe that government is the answer to all our ills. 

When one of our Democrat leaders has a moment of clarity and an idea comes forth that will help Ca. (like Brown on pension reform). All of the self will and resolve will not pass that law for as soon as the well intentioned Dem gets together with his good timing Dem buddies he will be drinking again. The idea is gone and the old pattern of behavior starts again and again. The definition of insanity.]]></description>
