GOP launching calls in 8 California House districts

To mark the third anniversary of President Obama’s signing of the American Recovery and Reinvestment Act of 2009 this Friday, the National Republican Congressional Committee is rolling out campaign calls to voters in eight California House districts.

As I had reported last weekend, California is home to almost a quarter of the nation’s House districts deemed “in play” this year, and for the first time in 20 years could help tip the balance of power in Congress.

California requires that robocalls be introduced by a live operator who obtains the call recipient’s consent to hear the recorded message. That live operator must state the nature of the call and the name, address and telephone number of the organization represented, and must ask for the person’s consent before playing the recorded message.

Here’s the script for districts with Democratic incumbents Jerry McNerney (CA-9), John Garamendi (CA-15), Jim Costa (CA-16) and Lois Capps (CA-24):

Hello, I’m calling from the National Republican Congressional Committee with an important alert about your Congressman Jerry McNerney. Three years ago, Jerry McNerney passed his failed stimulus plan that has paralyzed our economy. Now McNerney wants more wasteful spending even in the face of record debt.     Shaun, why not simply hang up? Of all the annoyances in modern life, this one is hardly the worst.

    This Ricky Gill fellow running agaisn’t Mcnerny is awfully young, 25, I just don’t see him defeating McNerny. I think they are going to have to ratchet up these robo-calls – one an hour – for Gill to dent Mcnerny’s lead. The registration numbers -Deomcrats have a 10% advantage, don’t favor Gill at all. So the Republican leadership is just throwing money away here. Same with Garamendi, he will be plenty tough to beat. Garamendi is terrific campaigner, he’s a rancher too, he’s campaigns in full John Wayne get-up, which will play well in the rural parts of his district. I think the Republican leadership would be better served to direct this money being squandered on robo-calls to save Dan Lungren’s job, because he is in serious trouble in his district

    I have heard from several inside sources that the GOP is fearful of a David Pollack runoff in the general with Republican Tony Strickland in CA26. They are hoping local Dem Party doesn’t rally around him.
