The ACA support for community health centers is a national program, so this would not make California any more of a magnet state than it is currently.  In fact, you might argue the contrary.  If community health centers make access to health care equally easy for low income people in all states, then the rational choice would be to move to a state where other types of living costs are reasonable. 		<description><![CDATA[If you&#039;re concerned about how your tax dollars get spent, you should like this.  Lots cheaper than providing non-emergency care in the ER.  Also, if people go to a community health clinic instead of the ER, you won&#039;t have to wait hours writhing in pain - or worse - if you have to make a trip to the ER for a true emergency.]]></description>
