Its called a “PENSION”… He needs to fill out his first full year at a minimum.
By doing so, he current much much higher rate of pay will become the salary used whenn calculating his pension, which he will get for the following decades.

This is one of the main reasons why he refused to resign. His current salary is more than double what his prior rates of pay were.
By filling out one full year at a minimum, he stands to gain over a million extra dollars over his lifetime, by just hanging on for 12 months in office.

Resign? Sure, if you want to give him a 2 million dollar bonus? How about it? A golden parachute from the BOS…
