It does a lot of good, but can be thwarted by cynical and manipulative companies who have political backing. Unfortunately, much of the funding for State environmental agencies comes from the people being regulated, and a threat to withhold that funding tends to frighten the agency managers. We need to find additional means of funding the agencies of Cal EPA and reduce their dependence on the perps.
