Florida buys ad blitz before Rick Scott’s LA visit

Florida Ports adFlorida Gov. Rick Scott is softening up southern California with an ad blitz in advance of his visit next week to poach California port jobs.

Enterprise Florida, the Sunshine State’s public-private economic development agency, this week rolled out a “Florida is Ready” ad campaign with an April 6 buy in the Journal of Commerce; the ad also will appear in the Los Angeles Times and in the nine-publication Los Angeles News Group (which is owned by the same parent company as the Bay Area News Group).

And on Thursday, Enterprise Florida released a radio ad which will run on Los Angeles stations in advance of Scott’s visit this coming Sunday and Monday. Here’s the script:

“This is breaking news from the state of Florida. Are you a business owner sick of high taxes? Are you facing burdensome regulations that are hindering your ability to compete and succeed globally? California has the nation’s highest personal income tax rate, the highest state sales tax, and one of the highest gas taxes. Florida Gov. Rick Scott is leading a delegation to California to meet with companies to tell them why Florida is the best place to do business. With no state income tax, no capital gains tax, a business tax that continues to drop and a business-friendly attitude, businesses can keep more of the money they make in Florida. If you’re looking to relocate and expand your business, look no further than the Sunshine State. Gov. Scott wants your company to succeed in Florida.”

“We are excited to travel to California next week to tell California companies why they should do business in Florida, including all of the great reasons for California shippers to consider sending their goods through Florida ports,” Scott said in a news release.

“With our low-tax, business friendly climate and our commitment to investing in our transportation infrastructure, Florida is ready to welcome more job creators to our state,” he added. “In comparison, California has some of the highest taxes in the country and is ranked 50th in regulatory freedom. Elected officials in California are not making it easier for businesses to succeed, and I look forward to meeting with California companies next week as we continue to work toward making Florida the global destination for jobs.”

Scott’s rhetoric aside, California led all other states in job creation in the 12 months ending Jan. 31. Texas, from which Gov. Rick Perry also has come to California seeking to poach jobs, and Florida ranked second and third, respectively.

Perhaps Scott is mostly just looking for a vacation from his worries. He took flak recently for banning state agencies from using the phrase “climate change,” and this week backed off his support of Medicaid expansion, an apparent flip from the previous flip he did on that issue two years ago.

Conservatives blast Kevin McCarthy for CRomnibus

A conservative super PAC is trashing House Majority Leader Kevin McCarthy, R-Bakersfield, for helping pass the $1.1 trillion “CRomnibus” spending bill, which some say doesn’t do enough to roll back President Obama’s executive actions on immigration.

Senate Conservatives Action, the super PAC arm of the Senate Conservatives Fund, said the one-minute radio ad will air for one week in McCarthy’s home district.

“Americans asked Republican leaders to defund the president’s unlawful amnesty and pledged to run ads against them if they didn’t,” SCF President Ken Cuccinelli, the former Virginia attorney general who lost that state’s 2013 gubernatorial race. “Unfortunately, Congressman Kevin McCarthy didn’t listen so now the grassroots are taking action to hold him accountable. This ad tells McCarthy’s voters what he’s done and urges him to keep his promise.”

But Speaker John Boehner, R-Ohio, with whom McCarthy sided in supporting and whipping votes for the CRomnibus, issued a statement Thursday night saying the measure merely saves the immigration fight for a more advantageous time by funding the Department of Homeland Security only through Feb. 27.

“This measure puts us on track to save taxpayers more than $2.1 trillion while protecting jobs and supporting our national defense,” Boehner said. “In addition, by the House’s action, we are setting up a direct challenge to the president’s unilateral actions on immigration next month, when there will be new Republican majorities in both chambers.”

New Padilla TV ad, Peterson radio ad in SoS race

Alex Padilla, the Democratic candidate for secretary of state, launched a 30-second television ad Thursday highlighting his personal background and legislative track record.

Padilla, a state senator from Pacoima, doesn’t mention his Republican rival, Pete Peterson, at all in the ad.

The ad is running on cable channels in the San Francisco Bay Area and Los Angeles media markets, said Rose Kapolczynski, Padilla’s campaign consultant. “We’ll be adding in broadcast a little bit later, and we’ll be on now through the election.”

She wouldn’t say how much the campaign is spending to air the ad, but said it’s not as much as usual.

“If we had all of the statewide races heavily on the air, we’d be paying a premium for every spot,” she said. “But most of the statewide candidates are not heavily advertising, so for a down-ballot race like ours, we’re getting more bang for the buck.”

Peterson hasn’t aired television ads, but has a new one-minute radio ad that urges voters to look beyond party labels, underscores that Peterson sees the job as nonpartisan, and touting his newspaper endorsements.

Campaign finance reports show Padilla had about $410,000 cash on hand but about $4,600 in debt as of Sept. 30, but it seems he has collected at least $342,000 in new contributions since then. Peterson basically was in the red as of Sept. 30 – $52,500 cash on hand but $81,100 in debt – and has raised only about $46,000 in major contributions since.

Tuning in to ‘The Neel Kashkari Show’

Well, if November’s election goes as widely expected and Gov. Jerry Brown trounces Neel Kashkari, at least the Republican challenger has a new career waiting: Radio host.

NEEL KASHKARIKashkari, a former Treasury Department official from Laguna Beach, on Wednesday will do his third radio guest-hosting gig in as many weeks, filling in for Jillian Barberie to co-host the Mid-Day LA program on KABC 790 with John Phillips from noon to 3 p.m.

On Tuesday, he guest-hosted the Chris Daniel Show on News/Talk 580 and FM 105.9 KMJ in Fresno. And on June 20, he guest-hosted the John & Ken Show on KFI 640.

There’s no question that Kashkari is using these appearances for electioneering. In announcing the Chris Daniel Show gig, his campaign had said he would “be joined in-studio and on the phone by elected officials and community leaders to discuss a variety of issues including the state’s faltering business climate, the water crisis, Governor Brown’s ‘Crazy Train’ and making Republicans once again competitive in a predominately blue state.” An almost-identical statement preceded the John & Ken Show gig.

Federal Communications Commission regulations require that if a broadcast station lets one legally qualified candidate for public office use its facilities, “it shall afford equal opportunities to all other candidates for that office to use such facilities.”

This “equal-time rule” is applicable here, said Jonathan Kotler, an attorney and associate professor in the University of Southern California’s Annenberg School for Communication and Journalism. Brown’s campaign would have to request the equal time, he said.

“The Brown campaign has to make a call – do they want the free time, or if I were their strategist, I’d think the best strategy would be to ignore him (Kashkari) because there must be a lot of people out there like me who have never heard of the guy,” Kotler said.

Besides, can you even imagine Brown hosting the John & Ken Show? They’d get so many calls that it would crash all of Southern California.

Asked whether the governor might seek equal time, campaign consultant Dan Newman replied, “Unlikely – he has a busy and demanding day-job.”

Anna Eshoo urges probe of Navy Yard radio failure

Rep. Anna Eshoo wants to know why first responders who rushed to the Washington Navy Yard during last Monday’s massacre had radio failures that left them using personal cell phones and runners to communicate.

Eshoo, D-Palo Alto, who is the ranking Democrat on the Energy and Commerce Communications and Technology Subcommittee, joined with committee ranking member Henry Waxman, D-Los Angeles, in writing today to Lawrence Strickling, the Commerce Department’s assistant secretary for communications and information, and Federal Communications Commission Acting Chairwoman Mignon Clyburn to urge an investigation.

“If these reports are accurate, this will not be the first time communications difficulties impaired first responders during an emergency,” the lawmakers wrote. “Unfortunately, there have been numerous communications system failures during recent natural disasters and national emergencies, most notably the terrorist attacks on September 11, 2001.”

Congress last year enacted legislation creating FirstNet, which is tasked with overseeing the construction of a nationwide, high-speed, interoperable broadband network dedicated to public safety. Eshoo and Waxman today asked that an inquiry into last week’s snafu also focus on how FirstNet might prevent similar communications breakdowns in the future; they requested an update by Oct. 21.

Texas Gov. Rick Perry to visit Bay Area next week

Hot on the heels of his radio ad buy, Texas Gov. Rick Perry will visit San Francisco, the Silicon Valley, Los Angeles and Orange County next week in an attempt to poach California businesses.

Perry’s office says he’ll be in California from Sunday through Wednesday, meeting with business leaders in the high tech, biotechnology, financial, insurance and film industries. His will be paid for by TexasOne – no tax dollars will be used for his travel and accommodations.

The governor, along with Texas Economic Development Corp. Chair Bruce Bugg, several local economic development officials and business representatives – including Oncor, BNSF Railway, and the cities of Allen, Amarillo, Austin, Brownsville, Conroe, DeSoto, Frisco, Houston, Lubbock, Midland, McKinney, Pflugerville, San Antonio and Schertz – also will host a reception for some business leaders who have contacted the Perry’s office since the radio ad began running.

California Gov. Jerry Brown on Tuesday said Perry’s small ad buy was “not a serious story, guys. It’s not a burp. It’s barely a fart.” Wonder what he’ll say, if anything, about Perry’s impending visit…
