The previous commenter appears to be one of those scared Marin people who are stuck in autoland. What does s/he mean by 'worthier project?'

For a small amount of money (as transportation projects go), Marin and Sonoma can have a mode of transit that enables comfortable fast North-South travel, no matter what condition the freeway is in. This is an major benefit. Because the right-of-way is already in public ownership, reliable transportation can be achieved at a much lower cost and sooner than anything anyone else has proposed.

You should take a second look at this. It is an expensive boondoggle that will drain money from much worthier projects. There's no data to support the kind of ridership that would be needed to justify such a huge investment.
