I do not know where you would find a mall in Berkeley, let alone one that would have parking to lease.

To excite new user one must have a new product to sell. Advertising Bus lines to BART is not a sellable idea, it is an idea that is already in use and limited in its focus and not an inticement to new users. It also places a burden on (and thus resistance) on those neighborhoods. Take Berkely with its neighborhood parking restrictions for wxample. By leasing parking spots in a mall it would encourage parkers to also shop at those malls since they are already there.

One can already drive to a bus stop on a line that goes to a BART station. You can just about always find street parking not too far from most bus stops.
