		<description><![CDATA[Sadly,  these various misguided highway expansions will achieve very short term congestion relief.   As we all saw the dotbomb bust gave us a brief period of more fluid traffic  in the South Bay.    The basic land use mistakes were not reversed, and now traffic is as bad as ever.   Building more capacity for greater distance commutes to low rise offices cannot ever succeed.  The acreage simply isn&#039;t there for massive increases in single occupancy cars even if they are green painted hybrids.      Most particularly building a fourth bore to encourage reverse commutes while the BART trains in reverse direction are sparsely used is moneywasted.]]></description>
