		<description><![CDATA[David, you did it yourself: &quot;service levels&quot; are &quot;more endangered.&quot; That doesn&#039;t rise to the level of concern that, say, a bus strike would. I&#039;m not saying that this budget was great for transit, I&#039;m just saying that considering this was a tight budget year and that so much of state spending is locked in by voter initiatives, transit could have done much worse. At the BART board meeting Thursday, the new general manager was beaming about how the agency was lucky to have some extra money pay for some quality-of-service improvements, like hiring more cleaners, even beefing up cleaning the outside of cars (I&#039;ve always said to myself, if only those cars sparkled a bit more, I&#039;d ride BART more often). At no point did I hear, as I did weeks earlier from the same folks, &quot;oh, but for that awful state budget ...&quot;]]></description>
