Why the three three ounce bottles and why in a quart bag? What about any of this makes it safer? I don't see the difference between a quart size or any other size, yet you can only fly with a quart size. If you're going to limit fluids to 9 ounces total, why not make it just that instead of 3 containers totaling 9 ounces. It is as illogical as the "lottery" search system. Random screening of passengers seems barely useful, but I can understand the limits of staffing to not do this to every traveler. If you're going to do this tho, why search every one on the random list twice? It seems much more logical to search two people once so at least you get to check twice as many people. Also, for a while travelers weren't allowed to carry cigarette lighters in carry-on, but could do so in checked luggage. Now it's reversed, what's the reason for this? I have intentionally traveled with illegal and hazardous items many times just for the fun of it; testing the TSA. On one trip I carried large 6 volt lantern batteries and electro-incendiary devices in plain sight in my carry-on and got them to and from my destination. On both legs of my journey I watched people loose their water, toothpaste, hand lotions, ect....On other occasions I've gone through the metal detector with a jacked over my shoulder with a large metal objet in it to intentionally set off the alarm. When told to go back I casually set my jacket on a chair just past the machine and re-entered the metal detector. No alarm, and I was allowed to pick up my jacket and continue-GREAT SECURITY!!! The metal I carried was inconsequential but it could have been anything as they didn't check it at all.
I could go on for hours on this subject but oddly enough I'm on my way to the airport right now for more fun with the TSA!

There's a bit in Neal Stephenson's "Snow Crash" where a government agency sends out a memo about toilet paper.
