		<description><![CDATA[If the tolls are at the right (peak) times, then frequent and high capacity transit coverage should run at the same time (and the only way to raise money for this may be these HOT lanes).

If you expect a longer work day now and then, then at least one drive (probably the evening) should fall outside the peak and not have the charge.  This is nice since the reason you are driving and not taking transit is because there isn&#039;t much transit at your late hour (and perhaps there shouldn&#039;t be- busses with one passenger do pollute more per person than cars with only a driver).]]></description>
