Firstly, it&#039;s low-key, personal, local; you can&#039;t wallpaper public-transit stations and buy giant billboards advertising the fact that Jose Martinez of 650 South Bumshack sent his Buick Skylark to the scrapyard.  &quot;Spare The Air&quot; is something you can shout from the rooftops, and the proud members of our municipal government can go on TV and show us all that they&#039;re Doing Something About The Problem.

Second, it implies that driving a car is acceptable, and We Just Can&#039;t Be Having With THAT At All.</description>

		<description>Spare the air was all carrot no stick.  Success not likely.  Instead of free which encouraged excursions by less desireables, double tolls with the proceeds distributed to the transit providers would have been more effective.</description>
