Monta is an unrestricted free agent next summer. Pretty much, restricted free agency only applies to first-round draft picks under a rookie scale. In order to make someone restricted, a team has to pick up the option for the final year of the rookie contract at the end of the second year.
The team also must extend a qualifying offers.
Neither of those apply to Monta.
The Warriors will have Larry Bird rights, so they can sign Monta to the maximum salary he qualifies for without being limited by the salary cap. But Monta can also turn it down.
Fortunately for the Warriors, few teams, if any, will be able to offer as much as the Warriors. Also, because of Larry Bird rights, the Warriors can sign him for six years. Any other team can only sign him for five.
